You put this into perspective. Posing as a criminal would put you in your enemy's camp, so to speak, and you would be able to manage the criminals that litter the streets. However, no system would be perfect. Crime would stil occur, even if you could control it-worse, you would be in control of criminal activity. Your conscience won't allow that.
Perhaps you could simply be an underling to the crime bosses. But you would have no power or sway unless you were fighting against them. Patterns would eventually emerge and the higher-ups would soon realize which hired goon correlates with a downturn in their illicit business.
