The Edolans have been bullying this village long enough its time some people did something about.
You attempt to rile the Altbergers up and convince them to stop being victims and take justice. It doesn't really work though considering that the Edolans are still putting the fear into most around here.
Meanwhile a few of the Edolans have been overhearing you and come up to you.
"Hey, Mr. tough guy you got a problem with us?"
"Yeah, you're nothing but a drain on this village and vandalizing it."
"We'll do what we want and nobody's gonna stop us! Besides we didn't do this anyway."
"I highly doubt that."
"Well if you got such a problem with us, why don't YOU deal with us yourself, instead of hiding behind others?"
"Maybe I will."
And with those last words, the Edolans draw their weapons and you do likewise
You'll have to fight them all at the same time.

If you win, you've managed to sufficiently intimidate the rest of the refugees into leaving. This should restore some order to the village.
However, it's unknown if they were REALLY the vandals, but given how much of jerks they were, something still needed to be done about them.
You may also loot their bodies for 15 gold pieces and a gold pendant.
