Passing your SKILL and failing your LUCK still results you gaining the above items, but you're caught by the last person you tried to rob, who happens to be a large Edola refugee which you'll have to fight.

Passing your LUCK, but not your SKILL means you acted too suspiciously to get a chance to work your magic and everyone pretty much saw you coming and stayed away or was on guard. So you don't get anything, but you didn't get into trouble.

Failing both tests results in you also not getting anything, but also incurring the wrath of some Edola refugee who don't like you on general principal and resulting in a couple attempting to rob you! You must fight them at the same time and then run before their buddies arrive to help.

Fortunately if you get into a fight none of the Altbergers will shed a tear over the refugees due to the Edolan's own belligerent nature towards them.
