You hand the gem over to Wallace. You have no intension on keeping your word to him though, you see no reason to risk your well being on something that's going to profit him and possibly get you killed.
"You've chosen wisely, now we'll have to hide this gem before going into the Hideout. Reginald will most likely throw a fit when I tell him that Falcon refused to give me the gem. The Syndicate is known for its treachery, but Reginald may still have his suspicions so it'll be best if the gem isn't on us initially."
Wallace hides the gem in a nearby crack in the sewers by the Hideout, before going in to report to Reginald. Wallace and you tell him what happened more or less, but Wallace does most of the talking. He doesn't look overly concerned and is more interested and pleased that you both managed to carry out your mission and didn't falter. He takes the dagger from Wallace and begins to ask for the gem.
"Alright where's the gem?"
"Falcon refused to give it to me." Wallace says.
"Do NOT toy with me if you value your existence. If you had trouble why didn't THIS fool help you? That's why I sent him!"
"Because Wallace is lying, he hid the gem in a crack nearby the Hideout. He tried to convince me to keep my mouth shut, but as you can see, I have no loyalties to him." You calmly say.
"WHY YOUÂ…"
Before Wallace can even finish that sentence an arc of flame shoots from Reginald's finger tips and hit him in the face. As Wallace crashes to the floor screaming pain, Reginald casts another curse that causes his blood to boil and heart to explode. It's spectacularly gruesome.
Reginald now turns to you.
"You were wise to not try to deceive me and expose Wallace's treachery. Still I can't help, but wonder if it did not cross your mind."
"No, if I was going to betray you, I would've killed Wallace and took the gem myself and then lied to you."
This statement causes Reginald to laugh.
"Ha ha! Well at least you're honest. A rare trait in our organization as you well know. Very well, you may go, but your actions here are worthy of a reward. Here."
Reginald gives you a short sword imbued with unholy power. It will work on most opponents not of a demonic or undead nature. While using this weapon, if you ever roll doubles and win a combat, you may deduct 2 SKILL points from your opponent instead. Reducing an opponents skill to zero will also kill him.
Reginald dismisses you and you exit his chambers.
Besides getting rewarded, you have caused much damage here today. The Thieves' Guild and Ebony Claw Syndicate will definitely weaken each other, making the city much easier for the Dark One to control when the time comes.
Add 7 CHAOS points for delivering the Guild information to the Syndicate.
