Time Traveler

I find myself in a marketplace in London. There are street vendors selling all sorts of wares and shops of all kinds lining the streets. I am suddenly hungry and realize that I have not brought any food with me. I have modern American money with me, but it will do no good here. I see a moneylender's shop and enter. I have a few coins in my pocket and offer them in exchange for English money. He tests them and tells me they do not have enough silver in them to be worth anything.

A rug merchant walks in seeking a loan. He shows the moneylender a piece of paper. He explains that it is a coded message from a spy he has in the employ of his supplier, a Turkish importer. The spy knows how much the Turk will take for the new shipment of rugs. He tells the moneylender that with this new information he can buy at the best prices and make a great deal of money, but he needs the capital to buy the rugs. The moneylender lends him the money at a high rate of interest. I peek at the message and see that it reads:

The rug merchant mutters as he leaves the shop. I follow him. I overhear him say, "If only I could remember the password so I could decipher the message." I approach him and tell him that my strange contraption, the time machine, is a secret decoding device. I offer to help him if he will give me money to buy food. He doesn't believe me but agrees if I provide the decryption.
