Falcon definitely looks like an unsavory sort. The type that would think nothing of committing murder, rape and other unspeakable acts for the right price. Actually he looks like he would do that for ale money. His eye patch has a drawing of a claw on it. His comrade with the crossbow is still unknown to you since you haven't turned around at all. About all you tell is that they're very fond of that crossbow.
After sizing you up a bit, Falcon speaks again.
"It seems you've been busy for your short stay here in Holgard. Pick pocketing, burglary, and all those other activities that are frowned upon by the law. So tell me, do you feel that you can just rob this city blind and do as you please?"
"Basically." You retort.
"Why?"
" Because I can."
"Ah, I see. You feel your skills are a waste if not practiced. I can identify with that."
At this point, Falcon slugs you in the stomach, dropping you to your knees. You didn't even see it coming. You suspect he's either incredibly skilled or using magic of some sort. Either way you get the impression this is no common thug. He's probably an assassin of some sort. As you struggle back up, you feel that blasted crossbow still at your back.
"My associates are not pleased with freelancers working in their city. Even in the Underworld there are rules to be followed and you my friend have been breaking them. Normally we wouldn't be having this conversation. You would've felt a blade in your throat and that would be it. But you've come at an interesting time. There are some changes going on in this city. Rebellion in the air, rumors of demonic cultists, but none of that matters. Business is what matters. What matters is that WE come out on top when smoke clears. The best way we can do that, is by controlling as much of the criminal activity as possible. By uniting the Underworld under one organization we will be able to survive whatever chaos is to come. That is the goal of the Ebony Claw Syndicate. Unfortunately, the Thieves Guild doesn't see it that way. They still hold on to their short sighted archaic ideas and morals. Their antics bring unnecessary conflict with the law. They don't understand that one can STILL work with the law yet outside it but I'm rambling, my point is we see you as one who can help us achieve our goal. You being a thief can join their little group and bring it down from within."
"Wouldn't they have approached me by now if they wanted me?" you ask.
This comment makes Falcon smirk a little.
"I'm sure they've been keeping tabs on you, just as we have. Up until recently you haven't really proven yourself or pulled anything remotely big. Now that you have, I'm sure they'll be approaching you soon, mainly because they need all the people they can get, which why we wanted to make sure you chose the right side when the time comes think about it. Do you really want waste your talents skulking around in people's houses risking your life unnecessarily for maybe a possible chance of stealing the odd valuable or trinket? Or do you want to be part of an organization that will put your skills to more useful endeavors for much more money, respect and cause people to fear you? And best of all no more worrying about the city guard or any of those other types ever again."
You don't reply, Falcon knows he has you pondering a little.
"Well we see that you have some heavy thinking to do. We trust you'll be making the right decision, because it would be a shame if I had to kill you the next time we see each other what am I saying? You wouldn't see me, if I killed you."
With that last threat, Falcon takes his leave, you don't feel the crossbow anymore so you slowly turn around, but as expected nobody is there. You know people from the Thieves Guild will be sending people to convince you to join as well now, hopefully using less intimidating tactics. The question is, when they come, will you truly join them or join only to betray them later?
You think more about this waiting on the next two "recruiters".
