Make sure they leave."
You exit the fort and walk over to the temple. Indeed, perhaps ten beggars are surrounding the most holy spot, asking passersby for money. You clear your voice before speaking.
"Poor people of Huduld! You must leave the Five Priestesses' temple! Go back to the Lower Quarter!"
Instead of following your command, however, the beggars stare at you and then laugh. You become very embarrassed. Do you give them a false tip that begging is good in the Lower Quarter or threaten to use force?"
