"Actually if you don't mind sir, I'd like to tour the capital city if you don't mind showing me around?" You say to the Freevian diplomat.

"Ah, I would be happy to show you our grand capital Captain!"

The Freevian leads you through the snowy city, shovel bots constantly at work to keep the roads clear for pedestrians. As far as you can see their isn't much transportation, most Freevians seem to walk to and fro where they need to go in the blistering cold of the capital. There are some strange large beasts of burden with multiples tusks jutting out the front of their face, but these seem to be used mainly by Freevian merchants.

The diplomant eventually begins to lead you toward an impressive obelisk in the distance, yet to get there you both have to pass through a massive commune area. All it really is are giant stone columns holding up a large roof. There is no protection from the cold from the sides besides the small barricades the residents have made for themselves. You realize the scope of this area and guess around 10,000 Freevians alone are living in this primitive structure.

Walking through the area, you see freevian children running, huddled masses sitting around large fires that seem to be fueled by ember cells. The homes themselves are hole ridden shacks covered in furs for warmth. You cannot help but wonder why so many Freevian people are living in such harsh conditions. You ask the diplomat about this.

"These are the Capital City communes; we have communes for the poor like this set up all over Freevus."

You ask why their are so many poor Freevians.

"Hmph. These people have chosen their lot in life. They are the workforce of Freevus, they serve the members of society who decided to better themselves and live comfortably. They are needed to support the ones who desire to be more then self loathing beggars."

You nod to his reply but you can't help but think that is not true. You have seen governments like this before, a incredibly large population of poor being paid meager salaries to support a much smaller ruling class. These type of situations have always made you sick to your stomach, your heart aches for these poor,cold people.

"Come along now Captain, we are nearing the great obelisk of Freevus!"

As he says this a small Freevian child is tugging on your belt, he looks gaunt and thin with hunger.
