The city of Delmechia lies on the shores of the Skelethor Ocean. Founded many centuries ago, Delmechia has recently entered into an age of technological development unmatched elsewhere. It is now one of the most industrialized areas on the Planet.

Delchmechia has a relatively high standard of living, and low crime rates, but it's development has come with two tangible prices. First and foremost, greater and more deadly weapons are being created than was previously imagined possible; having a very weak (indeed, almost nonexistent) central government, access to certain technologies and materials is not being regulated well, and several underground organizations are looking to gain an edge by researching weapons development. Second and more subtle, factories have begun to slowly pollute the planet. In particular, the resource known as "hull" has become both a very useful energy source and a harmful pollutant. As the use of energy resources of such a grand scale is still a recent undertaking, very few attempts to regulate the use of hull, or to take care the environment at all, have been made.

Many goods are exported over the ocean from Delmechia, which produces a huge selection of different items from many different peoples. In particular, the goods of the gnomes (who are primarily responsible for the technological development) and the fair elves are highly sought. While the residents don't necessarily depend on the material goods from outsiders, an occasional passing merchant may be able to find buyers there.

Apart from being glamorous, the city also boasts great moral progress, compared to other known establishments. A wide array of races all reside in Delmechia, and despite their great differences or (in some cases) disdain for one another, they manage to live in something close to harmony. Perhaps the greatest tension exists between elves and gnomes. The elves, being some the fairest and most magical people in the land for ages are now having their skills rivaled and mostly surpassed by the ingenuity of the gnomes. While gnomes, as a general rule, are a laid back and kindly people, some of the elves and other magical beings have grown jealous of them.

Despite their shortcomings at adapting to technology, elves and magical creatures still enjoy having high stature among other races in both political and personal life; indeed, the fair elves are considered some of the most beautiful people on the planet.

The most unlucky of the races would have to be the dwarfs, followed by men, who find themselves existing as unspecialized workers or "jacks-of-all-trades". The age when mining and obtaining great strength were virtues has passed. In this new era, abstract thought, marketing skill, and charisma are far more important, and while some men are able to find niches in the city, the vast majority of dwarfs simply find themselves out of place.

Because of great differences in culture, Delmechia is broken up into several different sections, each governed very differently from their neighboring sections. As we mentioned, there is a city-wide government, but it is weak. So far, there has been established the City Intelligence Agency (CIA), which devotes itself to finding and eliminating potential threats, and the Society of Agreements (SA), which attempts to maintain peace in the city by talking to representatives from each section and working out issues between people of different races. Both the CIA and the SA include people of all races, but the majority of members are elves, who have the longest history in Delmechia. Apart from helping the city function, these organizations help protect it from outside threats, by hiring elemental clans, or people who are unable to find work elsewhere.

There is much more to learn about Delmechia -- it is an intricate city full of secrets -- but you'll have to find out the rest by exploring it for yourself. The most important things to remember are that it is diverse and, despite being unstable, it manages to function exceedingly well.
