This Story is Going Nowhere Fast

You discover that NORAD is the North American Aerospace Defense Command. Right after making this discovery, you see tons of NORAD workers running about frantically. You ask one of them what is going on.

"Djbouti just fired a nuclear warhead at Canada!" the worker says.

"Wait, Djbouti has nuclear warheads? And they fired one at Canada?!!" This can't be right.
