It is STOP's nature to be mysterious. The only details you know that aren't based on rumor are things that you have overheard colonels and other highly ranked militiamen of The Guard speaking about.
The New Church tells its followers that STOP is an organization that was founded with the intent of bringing down Metropolis. This is accepted across Metropolis as truth because of the church's high standing.
You have learned from pieces of conversation you overheard in the commander's tent that STOP recently sent them a letter with a serum they claimed would disable any type of zombie. While you have no clue whether or not the serum is the real thing or not, this helps support the rumors that STOP is the one making all of the scientific advancements when it comes to the nature of zombies.
No matter what is true about STOP, they do seem well funded and engage in dangerous activities. Some people don't think it even exists, and that it is a conspiracy between the church and guard to frighten the people into cooperation. They cite history accurately - no individual has ever been proven to have membership in STOP and no main base of operations have been found in the small area that is Metropolis.
