You start to go down the side of the building with the rope and hook. You manage to scale down to the 49th floor, the leader of the Red glowfolks. There is also a cyan glowfolk with stars on their clothes. They seem to be in a conversation with each other by communicating with an electronic, advanced voice box. You manage to spy on the entire conversation, and when it ends, you start going down the building's side.
