The first goal with grinding gear is getting a Phoenix team high enough gear to complete Tier VII of both Emperor Palpatine and Grand Admiral Thrawn's events in the Journey Guide. As mentioned previously, you may need to increase gear beyond that to more easily. I recommend attempting the events again after each gear, mod, or ability upgrade. Sometimes one little bump plus a little RNG help is all that's needed!
