Death would be too much to take. Besides, the point was moot. Whether or not the Army had a hand in it, Red Exterior was the group that actually carried out the attacks. Either way they deserved to be punished.

And you can't change the past. Bringing the Army to justice will not make all those innocent lives come back. In fact, it'd just make life worse for everyone involved. Some officers would be court-martialed and jailed, and the Army would lose whatever prestige it has.

You begin to tell the jury about how your investigation clearly pointed to Red Exterior as the group solely responsible for the attacks. You encourage them to declare Red Exterior guilty, and you advise the judge to hand out death as a punishment to all high-ranking Red Exterior members worldwide.

In the end, Red Exterior was convicted and fifteen of them were given lethal injections. Tensions between the US and Vietnam flared up for awhile, but no lasting damage was done.

As for Draco Cronnoc, he lived quite peaceably back in Richland Harbor and was made Chief of the Police. Though the truth nagged at him every once in a while, he knew he'd made the right choice.
