Amnesia

You flick on the light- and scream. Strapped to a vertical steel bard is a young man, stripped naked. But it's not his lack of modesty that grabbs your attention.
He has bionic arms.
His entire arms are made up of metal poles, wires and pressure tubes. He looks uncontious but you can't be sure.
You then realise how loud your scream was. You hear yelling and footsteps. What do you do?
