The officer is taking too long. I can't wait. "Inspector! It is urgent that I talk to you. I am an American expert on the nihilists. The man is no doubt planning to meet up with his cell, or with a fellow terrorist. The note in that officer's hand is obviously a cipher. If you let me decrypt it you may be able to catch other cell members. They won't wait long for this man. If he doesn't show up, they will soon flee or go into hiding. There could be a coordinated attack at other locations planned. There is no time to waste."
The Inspector examines the note. "I see that you do know how these revolutionaries work but you could be one of them. I will allow you to copy the note and try to decipher it, but this officer will stay with you. If you are successful and help us find the man's cell, you will be freed. If you try to escape, destroy the note, or provide false information, you'll end up in Old Bailey, that I can tell you, and probably on the gallows." He shows me the note and I copy it. It reads:
