If Coalition children are shown to have psionic abilities at an early age, then they are forced to attend a 10 year long Coalition Marine sponsored "Boot camp" that is used to develop and amplify an individuals psionic abilities.
The recruits are forced to live in three different units. They train, live, and develop their abilities in this closed, tight-knit group. This is done to improve group dynamics and encourage telepathic imprinting.
The actual training is harsh and develops all aspects of psionic ability, and the recruit's own physical abilities. The first six years emphasize educating the recruits, and developing physical abilities. The final four, are an extensive course of military training, variable environment adaptation, and advanced spacial and quantum mathematics. this is followed by a "final exam" where the recruits' must co-ordinate all aspects of an assault on a Gonro outpost with no outside help, using only the resources fiven to them.
They come out of the training as elite, combat hardened operatives that are among the Coalitions best troops and can be utilized in almost any role with massive success.
