Brazil's first colonial capital, Salvador is an old city with a historic past. Salvador remained the capital of Brazil until 1763, when it was succeeded by Rio de Janeiro. The city of Salvador is split into two by a steep cliff. Atop the cliff is the Upper City, which houses the residential and commercial neighborhoods, while the Lower City below the cliff contains the financial and industrial centers. The principal means of transport between the two parts of the city is the Lacerda Elevator, the first elevator installed in Brazil in 1873. Named after the company that built it, the Lacerda Elevator carries people the 240 feet between the Upper and Lower Cities while overlooking the harbor and Model Market.

Despite the high vantage point, you are unable to spot signs of Carmen Sandiego.

You ask a passing capoeirista if he has seen traces of Carmen or ACME CrimeNet.

"I do not remember seeing her," he says. "Maybe you should try another location."

You spot a few other people in the area. You interview them before leaving Salvador.

"The person you are looking for has not been here," the petrochemist says.

"I don't think she has been here," replies the basket weaver.

You try another spot.
